“Some people come here to set up their first business,” explains Isabel Tormenta, general director. “Later, the client can come and make an alteration in the statute. For example, he or she may want to increase their capital, expand their corporate activities, or change the company’s name. If they want to dissolve the company for any reason, we also do the dissolution.”
Working together to make this happen are seven delegations. Representing the Ministry of Justice at
GUE are the Central Register of Social Denominations, the Notary Office, and the Commercial Registry, and from the Ministry of Finance, there are delegations from the National Taxation Office, the National Social Security Institute, the National Institute of Statistics, and the National Printing Office.
“The inauguration of GUE was a very positive and laudable initiative of our government as it has sped up the process of setting up companies in Angola. This is essential for the country’s development,” says Ms. Tormenta. “Increasing the number of companies raises employment, reducing joblessness, poverty and hunger. GUE is crucial at this stage of economic growth.”
Angola has seen its middle class grow, owing in large part to the fact that GUE allows more and more people to create companies by reducing bureaucratic obstacles and streamlining the entire process.
The company creation process has become faster yet since 2005, when an internal reorganization was conducted at GUE to increase efficiency. Whereas before 2006 the creation of a company could take as long as two months, today, once all the paperwork is submitted and compliant, it can take as little as three hours. “The staff was increased and a fundamentally new dynamic was developed with new work methods,” explains Ms. Tormenta.
Since 2003, GUE has constituted some 10,000 companies, 30% of which are international. Foreign investors interested in starting a business in Angola must first get their license to import foreign capital at ANIP (the National Agency for Private Investment, an organization unrelated to GUE) and then visit GUE to put all other necessary documents in order.
